Hire an Architect/Engineer

​​​​​To hire an architect and/or engineer, the SBA requires the use of the procurement process described in Chapter 5G of West Virginia Code for each specific project, and shall not include other projects unless they are related to a county-wide capital improvement program. If your county is successful in receiving SBA funds or anticipates receiving SBA funds for a specific project, the SBA requires the use of the following information and resources. The SBA has created this new criteria (below) so all firms can fairly be evaluated on a consistent "apples to apples" basis.

Statement of Qualifications (SOQ) - Architect / Engineer SBA SOQ Template.docx

The County and the successful A/E shall enter into an agreement using the standard AIA B101-2017 Standard Form of Agreement Between the Owner and the Architect and the SBA Supplementary Conditions to AIA B101-2017 (SBA 300.pdf​), which contractually obligate the A/E to follow all applicable SBA requirements.  The Supplemental Document and all Policy Requirements can be found in the SBA Policy & Procedures Handbook.
