Planning Timeline

The SBA has submitted the above timeline for the Capital Improvement Planning process for the evaluation of Fayette County Schools.

SBA Director of Planning & Construction Mr. Scott Raines presented to the Capital Planning Committee the need for reevaluation of the facilities needs to meet State Board of Education Guidelines & Standards. The Fayette County Schools Curriculum Directors presented their research and ideas on what is needed from the facilities to deliver a modern curriculum and instruction to all students within the county.

SBA Executive Director David Sneed presented to the Capital Planning Committee the findings from the statistical data relating to county expenditures on building operation, maintenance, and staffing. County-wide building reviews and the limitations of the SBA funding allowances were discussed. The SBA then challenged the Capital Planning Committee to hold individual Attendance Area meetings to consider goals and objectives of a sustainable county-wide facility plans that meet their desired curriculum delivery methods.
 

SBA Presentation - July 19, 2016

SBA Executive Director David Sneed presented to the Capital Planning Committee the findings from the Attendance Area meetings. Goals and Improvement Options for moving forward were discussed and approved by the committee. A scoring matrix that included criteria for taking a building off line was introduced based on the input from the Attendance Area meetings.

SBA Director of Planning & Construction Mr. Scott Raines presented to the Capital Planning Committee the timelines for the execution of the long-range plan as well as a review of the overall planning process. From this plan, an amendment to the 10-Year Comprehensive Educational Facilities Plan and a subsequent SBA Needs Grant request will be developed.

SBA Executive Director David Sneed, Director of School Planning & Construction Scott Raines, and Construction and Fayette County Schools Superintendent Mr. Terry George addressed the Board regarding the process for the development of the CEFP amendment, which was presented to the WV Board of Education for approval. The amendment sets forth the planned facility reconfigurations for Fayette County, including the construction of four new schools, the closure of multiple schools/school buildings, and the renovation of multiple schools/school buildings.  The amendment was developed in conjunction with the West Virginia School Building Authority and the Fayette County Capital Planning Committee, a committee of 54 citizens chosen to represent and act as liaisons for each Fayette County school attendance area. The plan has been considered and approved by the Fayette County Board of Education via a resolution adopted August 22, 2016. The Amendment was approved by vote of the West Virginia Board of Education.
