Frank "Bucky" Blackwell

Frank "Bucky" Blackwell was appointed Executive Director of the School Building Authority by Governor Jim Justice on January 24, 2017.

Frank “Bucky” Blackwell, from Mullens, West Virginia, grew up in the nearby small coal community of Corinne, graduated from Mullens High School and earned his Bachelors and Master’s Degrees from Marshall University.  His wife, Trudy, is also a graduate of Mullens High School and Concord College.

Bucky has been an educator all his professional career, (47-years).  He has held the position of teacher, principal, (President of the Elementary Principals’ Association for 7-years), Assistant Superintendent and Superintendent of Wyoming County Schools.  Mr. Blackwell took the office of Superintendent of Wyoming County on July 1, 1982 and retired June 30, 2016, after 34 years of service.  He has also been honored by his peers by awarding him West Virginia Superintendent of the Year.  During this time, as Superintendent, he worked with the School Building Authority many times to acquire funding for renovations in existing schools and the construction of a new elementary school; a PreK-8 School and two High Schools, in Wyoming County.  Mr. Blackwell is very knowledgeable of the SBA and understands the value of the SBA to the school systems across West Virginia and how important this Authority is to the success of the State.  He is very honored to work with Governor Jim Justice to make great things happen in West Virginia. 

Bucky also has served seven-years in the West Virginia House of Delegates and was Chairman of Roads and Transportation for two-years.  He has been a member of the West Virginia Master Plan for Public Education and Senior Manager’s Symposium and is currently on the Governor’s Education Transition Team.  He also is a former member of Concord University’s Board of Governors and served as Chairman of the Board.  Mr. Blackwell is a Distinguished West Virginian.  He and his wife Trudy are the proud parents of daughter, Audra and son, Mark.
